Arunachal conferred Diamond

States Award

New Delhi, Feb 24 :  For the first time, the State of Arunachal Pradesh was conferred with the India’s Top 3 Diamond States Award in an impressive ceremony  of Diamond States Award conducted by the Team of IBN7 at Durbar Hall of Hotel Taj Palace, here yesterday. The Diamond Sates Award was started by the IBN team two years before and is given to individual states for being best in parameters viz. poverty eradication, Water & Sanitation, Law and order, Infrastructure, environment, employment, education, women empowerment etc.

Arunachal Pradesh was selected for being one of the India’s Top 3 Diamond States amongst the Small States across various parameters in human and social Development. The jury headed by Dr. Bimal Jalan, former Governor of RBI, scrupulously went through the data presented through credible sources in all sectors and finally adjudged Arunachal Pradesh for the prestigious award in recognition of the holistic development brought in by the present State Government in a very short spell of time.

On behalf of the Government of Arunachal Pradesh and its people, Minister RWD Kalikho Pul, received the award from Chief Guest the Vice President of India Dr.  Hamid Ansari.  While profoundly thanking the IBN team for the honour and recognition of State’s developmental activities, Pul, on behalf of the state credited the award to its visionary Chief Minister Dorjee Khandu by saying that without dynamic leadership and untiring efforts of the present CM, these achievements could not have been made. He also thanked the Union Government of India for paying special attention to Arunachal Pradesh.

In his address to the august gathering, Pul appraised of Third Party Monitoring System and various other corrective measures introduced by the present State Government to ensure proper utilization of funds and development at grass root level.  “Govt. of India should be more liberal to hilly State like Arunachal Pradesh in implementing population based programme as our State being sparsely populated do not fulfil the population criteria and fail to avail the benefits of the programme.” Pul asserted. He categorically pointed out the rapid developments made by China on other side of international border and impressed the gathering by saying that security of the entire nation rests much on this mountainous border State, more so in the wake of Chinese claim of Arunachal Pradesh once in every two months. The central government therefore should be more proactive in bringing about inclusive development of Border States especially in infrastructure sector like road, bridges, porter tracks, telecommunication etc by creating a “Special category States”.

The award ceremony was attended by eminent personalities from all walks. Chief Minister of Delhi, Chief Minister of Himachal Pradesh, Chief Minister of Goa, Union Ministers, Senior Parliamentarians from all parties and senior office bearers of AICC were prominent among them. The Arunachal Pradesh team consisted of MP Ninong Ering, PRC Avinash Kumar Mishra, DRCs, and Arunachalee students from JNU & DU. PRO to CM

China disputed legality of international border: Centre

ITANAGAR, Feb 24:  The Union Ministry of External Ministry said  that by following the two track visa policy, China has disputed the legality of our international borders thereby impinging adversely on national sovereignty as well as territorial integrity.

Responding to a letter of former MP Kiren Rijiju, Minster of External Affairs S M Krishna further said that there should not be any discrimination against visa applicants of Indian nationality on grounds of domicile or ethnicity.

Earlier on January 25, Rijiju in a letter to Krishna said that the decision of the Govt of India to deny visit of two Arunachalees to China by rejecting the stapled visa was not a wise decision. He had further said, “although we demand normal visa to be issued but by not recognizing the stapled visa on Arunachal Pradesh our position has been pushed back to the previous status where China rejected visa altogether.” In his letter, the former MP said “there is every likelihood that the border problem will drag on forever and Arunachalee can never visit China.”

Pointing out the China’s unchanged stand on eastern sector of the India-China boundary, the union external affairs minster in his letter to Rijiju further clarified that acceptance of stapled visa would imply a dilution of our stand towards the Chinese claim.

It is worth  mentioning here that Techi Abraham, the Joint Secretary of Indian Weightlifting Federation and lifter Yukar Sibi, who were issued stapled visas by Chinese Embassy, had to return back from Indira Gandhi International Airport on Feb 12  morning. The two were turned away by the Indian immigration officials as India do not recognize the stapled visas. The two Arunachalees were to travel to China to take part at China IWF Weightlifting Grand Prix on Jan 13. However, the Chinese Embassy at New Delhi said that the Visas issued to Abraham and Sibi were ‘appropriate."

Days after it issued stapled visas to two Indian sportsmen, China further said its policy that Arunachal Pradesh is a “disputed area” remains “unchanged.”

East Kameng an unexplored

land for tourists

Taba Ajum

ITANAGAR, Feb 24: Not many people know that East Kameng district is one of the most beautiful regions of Arunachal Pradesh and  the Seppa town the district headquarter and gateway to the  district is blessed with mesmerizing beauty. Often in news for all wrong reasons, East Kameng district, if tapped properly can become the most sought after tourist destination of state.

Situated along the bank of majestic Kameng River, Seppa boasts of enchanting natural beauty. If authorities develop proper infrastructure with active cooperation of local citizens, this town will attract many visitors in years to come. Kameng River itself can draw many tourists with scope for experiencing river rafting and carry out fishing activities. Presently authorities are carrying out repairing work of road in Seppa town which for sure will change the dynamic of this town in coming years.  Another region of East Kameng with immense tourism potential is Pappu and Passa Valley. Situated adjacent to Pakke Wild Life Sanctuary, scenic beauty of Pappu and Passa Valley are breathtaking. With lush green paddy field and rivers flowing through the middle, these two valleys offer visitors ample opportunity to bask in the natural beauty.  But only problem is the poor road condition. Also some areas do not have electricity supply till now. If authorities take care of these infrastructure issues, East Kameng can become one of the hottest tourist destination of state.

Siru-Rijo Tea Garden  -  A potential destination in a countryside

AALO, Feb 24: No one imagined that SIRU-RIJO TEA GARDEN Company Pvt. Ltd., beautifully located at 5 Km away from Gankak village in Yomcha subdivision will emerge as a potential destination in a countryside when rich couple, Yajum and Tugo Gangkak started this dream venture way back in 1995.

The couple put in an arduous efforts to brush of all hurdles and initial setbacks not only to make it a big Private Tea Estate but the location free from din and bustle, hue and cry, undisturbed serenity, scenic beauty, lush green forest and tea plantation cover at its season backed by good communication system, round the clock water and electricity supply make it an eluding tourist destination to onlookers. It is hard to believe that it is an individual effort given the magnitude of tasks and colossal amount of money pumped in to turn hills and low lying areas to such beneficial uses. The 17 Km circuitry drive up to the highest hill top is simply fascinating, mind refreshing and soul searching exercise.

The Guest House which is slated for inauguration by Jarbom Gamlin, Minister Power and Tourism on March 7 is a beautiful building that can cater amenities and comforts that of a metropolitan city with all modern facilities attached to it. The full equipped factory of the garden will be inaugurated on the same day by Gojen Gadi, Parliamentary Secretary Tourism.

We look at the event ahead from tourism perspective and it emits a ray of optimism to put the place on the tourism map of the district and state as two stalwarts of the department are gracing it and hectic preparations are on to give a befitting receptions.

The garden has a private helipad, Mini hydel, sugarcane factory, poultry, small scale industry, saw mill, fishery, shops, cottages and barracks to accommodate about 600 populations. The place is known for its perennial water sources in the form of streams and wells that remain static all through the seasons. Anyone who visits Yomcha takes out a time to drive along the garden and people are taking it as good holiday resort. The climb on the highest hill top offers you to take a view of villages that falls under Yomcha and Aalo.

The TASUM TASE GEKO, that joins the garden, is narrow jungle passages in the low-lying areas that intersect and meet each other at different points. The place is known for its mystery in the past as one who ventures in to it, completely missed out entry and exist points.

The introduction of other essential service like school, medical sub-centre and other added economic activities at the place can turn the place into a Special Economic Zone in the years to come. It is a place where young minds and hands are engaged in different works. (Aalo DIPRO)

APCC flays Ramdev

ITANAGAR, Feb 24: Arunachal Pradesh Congress Committee (APCC) has flayed Yoga Guru Baba Ramdev for criticizing Congress-led UPA Government and the Gandhi family.

“The recent visit of Ramdev in Arunachal Pradesh was not to spread the message of importance of yoga in human life. He visited the state on a different mission with a political agenda,” APCC said in a release. He had given more emphasis on criticizing Congres, UPA Govt and Gandhi family than teaching Yoga which clearly reflected his main motive, APCC said.

“We have seen many international figures like Dalai Lama, Ravi Shankar. But, unlike Ramdev they never criticized any political party, leaders and Government.”

Regarding recent Pasighat incident, the APCC further said that “as Yoga Guru cautioned  the people of Pasighat to beware of the corruption and criticized the Congress party touching the very sentiments of the Congress persons gathered there. Ninong Ering just countered the allegation of Ramdev.

Nyokum - festival of nature worship

(On Yazali Perspective)

Dear Editor,

The traditional Nyokum, a community festival emerged with the soul agenda to popularize, promote and preserve ever since it took total shape of community festival status in mid 1967. The present festival is more or less possesses the mixed or combined elements of traditional and modern view. Though, it lacks time tested perspective, still it gives lot more meaning to the community in various aspects of their life. The Nyokum today is at risk stage because of the age itself. The society is changing fast with addition of various elements and at the same time deletion or dropping of many other valued text or practices. Therefore, the Nyokum is passing through a complex situation and requires proper nurshing, curing and releasing from this stage for next generation.

The modern Nyokum when it took shape as community festival at supervising hands of the administration on directive of the government was to imbibe the tribal people to know the importance of cultural festival and preserve it through regular observance. This was in initial stage when the society was not culturally developed. The government had the scope to work in the field through grant-in-aid and had attracted maximum involvement of people.

Slowly, the coming up of education, development and influence of outside culture had hampered the progress of festival and most of the rural areas showed no enthusiasm in celebrating the festival. The think-tank of the society seemed helpless and many had suffered from this pressure. However, the continuous celebrations of festival with traditional practice of religious fervor at Nirjuli, Itanagar, seppa, Nyapin, Doimukh, Sagalee etc and at some other chosen places had been strong elements of surviving the festival. In addition, the Celebrations at various metropolis, University and colleges of the state have been great contributing factor in popularizing the festival.

Now, the festival is re-emerging with new elements at political hand and Commercial Avenue has opened up a new vista of popularizing, promoting and preserving this age old festival of cultural origin. The systematic observation of rituals would able to retain the cultural heritage and preserve the festival. The basic practice of Nyokum is to pray for good of the land and people with strict adherence to taboos. Now, the economic interest has over shadowed all other aspects of the Nyokum. The mix of traditional cultural festival to that of eco-tourism festival is likely to deface the traditional value and basic philosophy of Nyokum.

The combined celebrations of Nyokum by people of Pistana-Deed, Yachuli and Yazali at Yazali under the initiative of MLA Likha Saaya is wellcome venture and this would greatly imbibe the young generation to practice it and preserve the festival. However, considering the fast changing environment, an true spirit of Nyokum, degradation of flora and fauna, the concern committee would have taken due care. Traditionally, during the Nyokum month hunting of wild birds, animals and fishing are customarily prohibited except selective collection of fish and squarrels required in rituals if needed. The open selling of birds and wild animal’s meat at festival houses (roasted and raw) are against the spirit of Nyokum tradition. Both modern science and traditions does not approve this practice and hence, due care need to be practiced cautiously so that adulterated practice and total commercialization does not spoil the tradition and dishearten the people who are working for preservation of wild life and conserve the environment in view of the global warming threatening the entire humanity on earth.

Maintain transparency and quality works

Dear Editor,

The massive roads construction works being undertaken by the state Urban Development and Housing department under JNNURM in various sectors in Capital Complex is welcomed by the like-minded citizens of the state. The construction of roads will certainly benefit the local contractors as well as the commuters. The renovation and broadening of roads will ensure smooth flow of vehicular movement.

While undertaking the massive road construction works in the capital, the city administration and the nodal department might have introspection and retrospection of the present and future benefits of state and its people. The ongoing construction works affected many individuals’ properties including RCC structures, falling on right to way (ROW). The city administration evicted them on the ground of ROW especially along the VIP road from TT Marg to Niti Vihar and the road from Rajbhawan helipad to ‘O’ Point Tinali. But the pertinent question arises here: why the nodal department (UD & Housing) and the city administration are not maintaining the same yardstick for other roads in capital complex. The imposition of ROW should not vary from one road to another, because all roads of the capital complex are equally important and they need to be upgraded. Road widening and proper drainage system is the call of the day. I would also like to share my views that in the name of massive roads constructions in capital complex; many of the roads are being improved partially. Without widening the roads, the contractors are only constructing RCC drainage that caused roads become congested. Moreover, construction of many roads is of low and impure quality. Is the department concerned monitoring the quality of works? If this trend continues, the dream of the capital facelift project will certainly get shattered. The nodal department should not execute the project works on piece-meal basis. JNNURM fund is a people’s fund and that there should be total accountability and transparency on the part of authorities how they spend each paise of the JNNURM funds.

Yours,
